why so few kites, is the kite beach up/down wind

Kite zone starts left of frame or upwind. Area you see is a no kite zone from 10:00 to 5:00. Most kites I saw was about 10 Great safe place for learning with shallow water way out, but you have to go early or late, or just go to the kite area in a shuttle boat!
